Today it is important that people - who live in this area - have a peaceful life and standard of civilization frames. To achieve this it is necessary to rationally use natural resources and human resources that are very important.

The last changes in administrative-territorial organization of the Republic of Croatia (and ​​the region of Slavonia and Baranja) were over-focused on principle of the county, in the past twenty years in practice proved to be a major flaw; result of such a conception, among other things, is even greater economic backwardness of the region to the Croatian average, which, in turn, and therefore lag behind other European countries in relation to their potential.

Many development projects in the fields of economy - which can contribute to solving a series of existential problems of population and overall development of the region - can be successfully implemented (only) on a regional basis.

It is therefore necessary return Slavonia as opportunities for realistic consideration of the importance of natural resources and human resources Slavonia and Baranja region and to create a new development policy for benefit of almost all inhabitants of the region and the Croatian.

Panon has no intention to deal with the political issues of administrative-territorial organization of the country or region in the administrative powers of local authorities; It is not the mission or the vision Panon Institute.

Reasonable and realistic and successful (regional) development policy can not be developed in the womb of any political party; for that there are a number of examples with very negative results - especially in Croatia last 20 years.

We need back to Slavonia and Baranja region as well in terms of economic development and social change in transitional meaning: towards civil society. Back Slavonia and Baranja region can be successful only if it is implemented by public contributions of experts (different areas of expertise related to development) who are outside the party framework and such group interests.

That is why our proposals for completing the Slavonian development program moving in the direction of:

a) Regional economic journal (it is a renewal of "Economy" jorunal)

b) Periodicals that will make expert assessments of realized stages (this is a renewal 

    of the monograph "Slavonia")

c) Interdisciplinary scientific conferences (this is a renewal of scientific conference

    named “Scientific Parliament of Slavonia and Baranja”).
